Second District Court of Appeal Justice Earl Johnson, Jr. (ret.) will speak on the history of a right to equal justice in European nations and the United States, and the related "civic Gideon" movement. The right to equal justice in civic cases, Justice Johnson will argue, would often, although not always, entail the right to representation by an attorney, analogous to the right to counsel in criminal cases recognized in Gideon v. Wainwright.
